Wrong with our Animal Control and Shelter System?
Here are a few examples
First, too much tax money is wasted on animal control to kill our dogs and
cats that assures the killing of more animals the next year, paid for with
your taxes, it has become a lucrative business.
Here are just a few facts about the Humane Society of the Pikes Peak Region
in Colorado Springs.
The Humane Society is a private nonprofit organization who is doing Animal
control for the City of Colorado Springs and El Paso County. Animal Control
falls under Police Power. Granting Police Power Authority to a Private Organization
is in violation of the law.
All the citizens of the city and county pay for the funding for the contract
to the Humane Society. It also receives the license fees, penalty assessments,
the impounding fees plus the fines for violations of the animal control ordinance.
That amounts to over $2,500,000.
However, the Humane Society states
that it receives no taxpayer money!
Below you will find the Colorado Springs Humane Society's financial statement
for 2001.
The City of Colorado Springs donated $3,000,000 to the Humane Societys
new dog-pound and it received $750,000 from the County. The taxpayers do not
own the facility and that is in violation of the Colorado
State Constitution Article XI Section 2. Below find Section 2 only.
In the Contract between the City and Humane Society it reads, In the
performance of the Societys obligations under this Contract, it is understood,
acknowledged, and agreed between the parties that the Society is at all times
acting and performing as an independent contractor. The City shall neither
have nor exercise any control or direction over the manner and means by which
the Society performs its obligation under this Contract, except as stated
within the Contract terms. The Society understands and agrees that the Society
and its employees, agents, servants, or other personnel are not City employees
Talk about a blank check!
Our government is not serving its citizens when it allows a private organization
that has a conflict of interest, to function as police, judge, jury, and executioner
over a private citizen pet animal. That is not only against the law, it is
a violation of our constitutional right.
We elect our representatives, whether they are at the local, state or federal level to make and pass the kind of laws to protect its citizens from injustice and that is their responsibility. To do different is not serving the interest of the public. If our lawmakers consider our pets, that we consider our family members, NOT worthy of protection, can we trust them with other matters? We the citizens must expect better from our lawmakers.
Make sure that you are a registered voter
and inform yourself on the laws. This problem exits in most communities throughout
the nation.
